Do motoristid not know or do they not want to know traffic rules?

Motorcyclists were not bothered by either the red traffic light or pedestrians trying to cross the road. The situation was resolved when one brave man finally stepped directly in front of the motorcycles, forcing them to brake. And even then, they tried to pass them.
