Speed cameras participating in the project measure instantaneous speed again

Transport agency informs that the speed cameras that participated in the average speed measurement project have been set back to normal mode and are again measuring the instantaneous speed of vehicles.

In the second half of September and the beginning of October, the Transport Agency conducted a pilot project to measure average speed on four highways. It was a methodological study in which the vehicle registration number was not used to identify motor vehicle data and personalize the vehicle owner or responsible user. During the pilot project, no queries were made to registers, databases, and information systems, and any recordings made were not transmitted to any other database or information system.

The project took place on the Tallinn-Narva, Tallinn-Tartu, Tallinn-Pärnu, and Ääsmäe-Haapsalu highways, where the average speed was measured on four sections, totaling 32 kilometers. The aim of the measurement was to determine whether exceeding the average speed is a problem in Estonia.

Existing speed camera measurement cabins and the installed measurement systems were used for the implementation of the study. Activities related to the pilot project of measuring average speed on state roads have now concluded. Traffic control devices marking the test sections have been removed, and the 8 measurement systems used for the measurement have been reconfigured for measuring the instantaneous speed of vehicles and are operating in the normal mode. The Transport Agency has 34 speed measurement systems at its disposal, which are rotated among 67 measurement cabins on a daily basis.

In August, the Transport Agency commissioned the “Vehicle Control” study, which asked respondents about their attitude towards measuring average speed on the road for the purpose of improving traffic safety, when the measurement system excludes data collection for other purposes. Of all the respondents, 65% responded positively, and among drivers, 61% responded positively.

The results of the pilot project will be announced after the completion of the summary.
